It's a security feature on the original certificate which only appears if the document is photocopied.
The lady's own has a clean background without those marking but if she makes a photocopy of it she'll see those markings in the photocopy.
If you have an original foreign certificate or transcript you'll know exactly what I'm talking about. The moment I saw it on Chef Smith's certificate I knew it was a fake copy edited from an original document.
