I once got pulled over for speeding (this was in the UK) near a nursery. It was sunday, so no kids, but nevertheless I was going too fast. At the time I didn't even know that there was a nursery there (I had just moved to the area). The policeman stopped me and calmly told me that there was a nursery and that I really should be going slower. He did NOT write me a ticket and I have never gone too fast again. I still feel grateful to that policeman for talking to me instead of just writing a ticket.
The cops really arrested this last guy because he had an open beer on the street and then they put him in jail overnight for it? Wow. Providence cops must not have much to do.
@@peterrodby2786 I think if he had outstanding warrants, the judge would have had that information and would not have had so much sympathy for him. It was obvious that Judge Caprio thought the cops should have better things to do than cite a man for drinking a beer while walking across the street to visit a neighbor.
Its pretty weird for me. At the weekend we sometimes sit at the river with beer and the police shows by to ask if everything is alright, they often sit with us an drink with us (they only take the non alkohlic beer). It ist really nice experience. And somewhere else people get arrested :P

Poor guy at the end was so friendly and relaxed, can't believe simply walking across the street drinking a beer is enough to be arrested and have to be bailed out if they don't feel like releasing you voluntarily.
I know how silly. Actually I totally got what he was saying! Haha. Hanging on a porch with a friend, walk across the street to see another friend with a beer in hand...
I'm not American but I love watching judge Carpio inside his court. First, if I hear the word court or judge it's like end of the day. But the time I'd found this video Caught in Providence , it is refreshing and judge Carpio is restoring humanity!

Amazing -- I remember watching this in the late 90s on TV at like 2 a.m. or whenever it was when I lived in Newport. This would would be so much better with more Frank Caprios in it.
Police dont fine people. The city and the judge does.. lol but they judge can say yes or no... he meant he dont care that he does technically have badge. He says he has a heart behind the badge. He does indeed have a badge.
Yea I think the good Judge is aware that many police officers use the badge to dish out silly fines, summons, write ups, etc in order to pretend they are doing something useful. Since he IS of course, a judge, he has no reason to take pleasure in fining people since he goes out of his way to help people out.
No, not really. I've seen him in another video, he was infront of judge Caprio again and he looked exactly the same. Plus, he was in cell the whole night, do you think he smoked one with the officers, or with judge Caprio before appearing in court? Normally he might be smoking regularly or drinking and that might be the cause of his overal apparel.
ABSOLUTE AMAZING MAN !!!!! to know the law an some of the people who work in it are corrupt and to chose to show a different experience an be such a kind generous man is great !!!
This judge is so human!!! Too bad they are not all like that. I recently received a "red light" ticket and I remembered the incident clearly. I was coming around a corner in a 35 MPH speed area and I was doing 35. However, right in the middle of the corner was a large city utility truck working on something and I could not see that there was a light there until I had passed the truck. When I looked up and saw the light it was red and it was too late to stop; I would have wound up in the middle of the intersection. So I went right through. When I got the ticket I felt I had a really good explanation.... (in judge Caprio's court he would have dismissed it I'm sure). I went to court in my best suit to show respect to the judge; she reduced my fine by $20 and did not engage me at all in my story. My goodness how we need more enjoyable judges in this country!!
USA - drinking a beer on the street you get a night in the jail Europe - drinking a beer on the street the cop will probably ask you for one and join you for a drink hahahaha
Can't carry a beer in public, but nobody bats an eyelid when someone walks down the street with a gun. Jesus, America needs to reconsider its priorities.
yoda577 I mean any kind of gun, however it's carried. We have had five gun killings so far this year, and that's high. We may have 15 or 20 a year on average. American has that each and every day. Yes, I know America is bigger, but actually it's population is only four or five times higher, yet it has a gun death rate fifty times higher- it's complete insanity that the population by and large believe that guns make them safer.
@@spencerwilton5831 Statistically speaking, guns have saved more lives than they have taken in America each year. It has been recorded that there are than 500,000 to 3,000,000 defensive cases where guns were used per year and this does not count the amount that goes unreported so it could potentially be higher. The reason many Americans feel safer is that if used responsibly, guns have made people safe. It would help if I knew where you were from for this. In the end, the conversation was started by drinking beer in public and carrying guns in public. This is due to cultural differences. Some countries accept public drinking, ours see it has a risk of public intoxication and alcoholism. With guns, most people would not feel comfortable if someone is carrying a rifle but if they have an open carry (which most people don't because it does cause people to worry), they recognize that they most likely have a permit. Most people conceal carry and no one bats an eye.
Many states are getting away from using the cameras to catch traffic offenses. What many cities have found out is that these cameras don't bring in the funding to make keeping them in operation. They're just not worth it. I don't understand why Providence relies on them so much. In CA the law is that the photo has to be a CLEAR picture of BOTH the license plate AND the driver. With out both you can't be sure who the driver was or even if the plate and/or car was stolen.
OK, i'm British, never been to the States, done nothing wrong but would happily stand before this man if i had done something wrong knowing i would be truly judged fairly.

Not everyone needs to show up to court here. Only under special conditions or if you want to fight the ticket. We do have the automatic system where they mail it or if an officer stops you you can just mail the fee. These people have multiple tickets they have either ignored or forgotten.
