The hoop skirt is to much, makes them look like a bell! You need full petty coats underneath the dress, this will allow the dress to flow and move naturally. It looks weird and cheap. You could almost hear ding, ding, ding as they walk.

They are wearing fancy ball gowns so the least they can do is put on stockings.
