It’s because of his Tulku status.Many Nyingma,Kagyu lamas do that.That’s not strange at all.What’s really strange is your sectarian attitude in this day and age.Please do note that he is a guru of the Dalai Lama.

Probably he did not take monks vows. Not all Buddhist gurus were monks. Also, monks vows could be taking at any age.

coz he is Terton so had wife, one of the very great rime master of recent time; in Tibet and entire himalayan region Buddhism had 2 wings red robes (monks with pure monastics vows)and white robes(ngagpa) householders who keeps in practice of same essence of Buddha nature -Sunyata and Bodichitta, May Buddha bless you to clear your ignorance/delusion caused by Mara.
