Basta hindi mo native tongue/first language ang tagalog, talagang mas magaling kapa mag-ingles kesa tagalog. Esp if you come from economic centers/university towns like iloilo, baguio, cebu etc
well, I can say, lahat naman tayo pwede matuto mag ingles. But not just in Cebu, mostly mga Bisaya mga hawud jud na manginglis... mga bangiitan jud nang mga bisaya.. Nagkakalisod lisod lng talaga kami magtagalog. Ahaha

In vismin, its bisaya naman. Diff is may mga major non-bisaya language too like ilonggo and waray. Majority of them dont speak bisaya (cebuano) so no choice mag-ingles or tagalog kayo para magkaintindihan lol
