As a retired university professor and former associate dean, universities are concerned with enrollment numbers, grants, and the business model for profit. Foreign students tuition fees are preferred because higher profit margins for sure. Lastly, the government hasn't cracked down on unaccredited diploma mills that feed off desperate foreign students.
I bet the conservative governments have something to do with it, with all the cuts to the education budget and the inflation of admin (VPs, deans, presidents' salaries). It's a corrupt environment!
Wife did a post grad at Sheridan earlier this year. One of the ideas was to strengthen her professional network. Well, the teaching quality was abysmal. The classes were all packed with students from a certain region of a certain country (which is not Canada). Many of those international “students” were living off food banks and working multiple jobs. A complete waste of money. I don’t pity these institutions that forgot their business is education, not immigration.

I came to Canada as a Master's student at a top university, with high expectations. What I found is, the education is highly overrated in Canada. And most of my batchmates were from India! And the university had VERY expensive housing, most students live off-campus. I was shocked, cz back in my country, Universities have way cheaper housing for students compared to local communities.

Students are allowed to have mental health exemptions, we now give priority to those with mental health needs instead of due dates. This has lead to a tremendous uprise of students claiming mental issues for leniency. How does this turn out on the job site? Canadian youth students are lazier and more privileged, becoming less desired in the workplace compared to immigrants who score high on the application process. The corporates put pressure to our government for more immigrants because locals aren't meeting the performance demands.

U of T business profs average over $400,000 in compensation. Arts professors teaching English average $200,000. Plus benefits and pensions. The entire system is geared for the Professors and the Board of the University. They then have the nerve to ask for donations. This happens across Canada. Foreign students should pay a lot more. Canadians pay taxes for life, foreign students are supposed to prove they can support themselves to be allowed in Canada. Universities should be obliged under law to build enough housing for every single international student they have (in addition to the supply for Canadian students), and I'd say international students MUST stay on campus (for at least their undergrad). Helps immigrants through the process of getting into Canada, the government paperwork, the free money, free benefits, best channels to follow with least resistance. Every province funds each university and college based on the number of enrolled students. Universities are revenue maximizers. More revenue enables them to hire more administrators and inflate salaries and job titles - note the proliferation in the number so-called Deans. Universities also created all sorts of soft areas of study to attract more student revenue. Foreign students are an easy target. They're willing to pay higher tuition fees since the student visa can be leveraged into permanent residency in Canada. This has lead to all sorts of scams. Many small and less reputable Canadian colleges exploited this. Diploma mills and fake certificates emerged. There is almost no enforcement to ensure that students leave after their visa expired. It's a mess. Our medical schools have also been impacted, accepting foreign students with no intention of practicing medicine in Canada, yet they occupy the rationed number of seats available in our medical schools. This negatively impacts our pipeline of doctors, hence the shortage of doctors Canada-wide.
The problem is, the profit of foreign students is not in Canada, it's either in India or somewhere else where they came from. In the long run, they don't profit Canada buy their own.Because they borrow money to get here.
Landlords and property investors are also racking it in. That is why a home is priced well out of the range of a normal income, you now need a business income to buy one. IE your renting out, flipping, STR etc...but not for living in it ..that would be a waste...like buying a vacant apartment building and using all the units as your personal space.
The scam is that Canadian taxpayers give universities a per student grant that extends to international students. Its a perverse incentive that encourages universities to raise student numbers to draw in more taxpayer subsidy. International students pay more, but they don't pay the full cost. To see what the full cost is compare with US universities. Canadian taxpayers don't owe students from India a subsidy. Tuition for international students should be raised to at least pay the full cost. Finally, study in Canada should not be a path to citizenship and a share of the resource wealth of the country. Treat Canada as a corporation where new entrants need to buy a share to receive the dividends. Its unfair to dilute the existing shareholders who over multiple generations built the country. The current price of one share is $400K. Pay up or get out.
A disturbing trend with most colleges since and post covid is the online classes. Many colleges no longer have enough classrooms to host the students. yet, they complain about not being to afford running colleges with lower number of international student enrollment.

I applied for my Masters and as a permanent resident the university wanted me to pay international rate I refused because as a permanent resident with a First class honors degree from another country they wanted me to pay 3x what others were paying. Now they sending emails about open house 😂
While the colleges are money grabbing institutions, the so-called students are not blame free either. India has come up with a report that tens of thousands of so called students pay upto $70,000 to human smugglers to enrol in these institutions, come over to Canada and are smuggled into the USA. The fees paid are reclaimed by them since they did not attend the colleges. The Ontario government has cut back (and not increased tuition fees for the past many years) on financing higher education and is primarily at fault. This whole process needs to be investigated thoroughly and brought to an end along with the “puppy mills” type of fake institutions and immigration “consultants” who are but human traffickers. How come a university admitted beyond its capacity? There is no foreign student admission limit set for universities / colleges. Unlike companies need to obtain job LMIA for temporary visa requirements, there is nothing called University Student Impact Assessments. Let's be honest, for most students college admission is just a path to Canadian citizenship, this is the core issue which the colleges are exploiting, and because there's no accountability, colleges have not improved the education they are providing. Their programs are bloated with elective courses to justify hefty fees, the teachers and instructors (new Canadians/residents) do not have language skills required for being in that position, weird accents , lack of professionalism....it's a mess, I feel sorry for the students' families who are the real victims, they spend their life savings, take on massive debts for sending their kids to Canada and in the end don't get anything in return, specially now that the govt has take a 180 on immigration. The real beneficiaries of this ponzi scheme are the colleges, recruiting agents in India and the immigration lawyers, and also the businesses who exploit these students at work, below minimum wage and toxic work environment which the students happily put up with just to survive.

Universities are creating a huge problem, but what about the questionable education in strip malls? These puppy mill programs are creating an even larger problem. This from a government that has lost control of our boarders. We have 5 million non residents in Canada that don’t want to go home!
Universities should be obliged under law to build enough housing for every single international student they have (in addition to the supply for Canadian students), and I'd say international students MUST stay on campus (for at least their undergrad). We tried to do it the normal way - apparently the various stakeholders in charge can't be trusted with that. The trust is gone.

Every province funds each university and college based on the number of enrolled students. Universities are revenue maximizers. More revenue enables them to hire more administrators and inflate salaries and job titles - note the proliferation in the number so-called Deans. Universities also created all sorts of soft areas of study to attract more student revenue. Foreign students are an easy target. They're willing to pay higher tuition fees since the student visa can be leveraged into permanent residency in Canada. This has lead to all sorts of scams. Many small and less reputable Canadian colleges exploited this. Diploma mills and fake certificates emerged. There is almost no enforcement to ensure that students leave after their visa expired. It's a mess. Our medical schools have also been impacted, accepting foreign students with no intention of practicing medicine in Canada, yet they occupy the rationed number of seats available in our medical schools. This negatively impacts our pipeline of doctors, hence the shortage of doctors Canada-wide.

Landlords and property investors are also racking it in. That is why a home is priced well out of the range of a normal income, you now need a business income to buy one. Its a perverse incentive that encourages universities to raise student numbers to draw in more taxpayer subsidy. International students pay more, but they don't pay the full cost. To see what the full cost is compare with US universities. Canadian taxpayers don't owe students from India a subsidy. Tuition for international students should be raised to at least pay the full cost. Finally, study in Canada should not be a path to citizenship and a share of the resource wealth of the country. Treat Canada as a corporation where new entrants need to buy a share to receive the dividends. Its unfair to dilute the existing shareholders who over multiple generations built the country. The current price of one share is $400K. Pay up or get out.

India has come up with a report that tens of thousands of so called students pay upto $70,000 to human smugglers to enrol in these institutions, come over to Canada and are smuggled into the USA. The fees paid are reclaimed by them since they did not attend the colleges. The Ontario government has cut back (and not increased tuition fees for the past many years) on financing higher education and is primarily at fault. How come a university admitted beyond its capacity? There is no foreign student admission limit set for universities / colleges. Unlike companies need to obtain job LMIA for temporary visa requirements, there is nothing called University Student Impact Assessments. It is insane that If a university sends a letter, Immigration department immediately issue a student visa? Universities have used this loophole and earned so much money without considering how it will impact the job market of citizens.

First of all educational institutions like any other business trying to maximize profit and it is natural and housing and health care is not their responsibility but responsibility of government who issue all those study permits and who has instruments to regulate enrollment. Secondly as a student who just graduated and spent a few last year in that environment I can say that in most of the cases international students coming here not for studying but as a pathway to become a permanent resident and high tuition it’s a price they are willing to pay. Moreover the statement that most of them eventually leave Canada, I believe is very far from truth and we will in next a few years we will face dramatic increase in people with expired status in Canada.
