It’s because DODGE left and Penske switched to Ford. After that Keselowski has been struggling for a couple years, to around 2016 or 2017, he got the hang of the new cars.
If Dodge didn't leave at end of 2012 right after Brad won them their first title in over 30 yrs and still they left and forced Penske and Brad to switch to Ford's Brad wouldn't have had a bad season. Had they ran Dodge in 13 I truly believe Brad would have repeated. But switching manufacturer took most of 13 for the teams shop Brad n Kurt to get used to the new cars.

It kind of annoys me how you only show the failures for bad seasons; you should show a few good highlights too, to show the balance even in bad seaosns........like if they still get a win for their bad season like Brad did at Charlotte this year

Part of the reason why Brad was bad in 2013 was because Penske switch from Dodge to Ford. Joey figured it out but Brad didn't.
