That's not a bug. They combine both secondary (port & starboard) buttons into 1. If you can't shoot secondary on the port but you still have ammo (in my video), that means you'll have to turn your ship 180° to shoot secondary from your starboard side of the ship.

For a mobile game, Legends looks crazy good, especially compared to Blitz. Something like this was playable on top spec PCs like 10 years ago
