'The Ministry of Ungentlemanly Warfare' was one of the nicknames for the SOE (Special Operations Executive)- the forerunner of MI5 & the SAS - people also called the group 'Churchill's Secret Army', & the 'Bakers' Street Irregulars'- after the network of informers/ helpers of the Sherlock Holmes stories, & for the fact that they eventually took over most of Baker St as their HQ (rather fitting given Henry's role as Sherlock!)
They also had the nickname, 'the Dirty Tricks Department', though that was more specific to their R&D section- also known as the Thatched Barn (one of its' early heads was the inspiration for Q, of James Bond* fame)
