All payments in excess of Rs.1500/- (Rupees Fifteen Hundred) shall be made by means of crossed a/c payee's cheques.

Limit for cash on hand in society Bye - Law 144
The Secretary of the Society or the paid employee, authorized by the Committee in that behalf, may retain in his personal custody, at the close of every day, a sum, not exceeding Rs. 5,000 (Rupees Five Thousand only),for petty expenses.
If due to unavoidable circumstances, the cash in hand has exceeded the above limit, the excess cash shall be credited into the bank within the next three days by the Secretary or any other person authorized by the Committee to keep cash in hand.

As per bye law it committee responsibility to maintain the society in good conditions, today car damage, tumor any member of society can injured. due to this if any things happened society is responsible. You can check bye law no 68,138, 155, 158. You can complaint to Registrar for above bye law of violation.

Raise query first to committee, interest or any other charges all approved in AGM, same society can collect from members

Petty cash amount should be below Rs. 5,000 on every day , so consider it max amount
