How predictable are the floods of your river? If there are sudden floods, perhaps you can build a system to leave the lifting system always hooked up, to lift the wheel even in an emergency.
I can think of a frame that goes over the wheel, hooked up to the hoist, and connected freely to the wheel shaft on the sides instead that on the center.
