That is a great and funny observation! If I remember correctly, though, Kelly was essentially throwing herelf in Jeff's lap. Even though Jeff was sleazy, and he should not have been so quick to partake of Kelly's willingness, I don't think he coercered her into the intimate part of their relationship at all. The writers on SBTB were eager to show Kelly seeking out inappropriate relationships with older guys, presumably because it fit their idea of a perfect world.

If I recall correctly, Blossom explained to Joey that his boss is a sexual harasser and that he was a victim and that quitting his job would be the only way to take back his dignity. So he did.
Considering that they both were very attracted to each other, why didn't Joey at least get some action immediately after quitting the job. I mean, if he wants to leave the job, that's fine, but he could still go for the action!
I'm guessing that somehow this turned into a moral story about dignity over sexual harassment and at the end of the episode Joey realized that he is just not going to put up with being mistreated and harassed by a gorgeous chick who most men would kill for. And I'm guessing he ended up quitting in some manner that totally humiliated the hott chick.
No boy in the 90s would've resisted that deal.
