Local governments can make by-laws, that are reviewed by state governments (who can undo them). @@pebblepod30 Correct. There is no basis to the claims that local government is illegitimate. It's not mentioned in the federal constitution because it's not the domain of the federal government, but instead the states, and so they create and fund them under state legislation.
