Hisui&Kohaku is a puppeteer (im pretty sure, im new myself) but you can still play them both separately
kinda sorta. she's more like "solo character with an assist" type of character.
She's closer to a stance change character.
They play a tag team game where they share hp. You change between the two and get an assist from the other character with a command. It is almost no different than playing a tag team game like BBTag and MvC.
