The Suginamis in Da Capo II and Da Capo III are descendants of the original one in the 1st Da Capo. They are not the same people, just the next generations of the the Suginami family.
Sakura didn't age due to the power of the Sakura tree. Her wish was to always be the way Junichi saw her, thus, she was always set at that age. Suginami doesn't age cuz well...he's Suginami. :P
DCI + DCI SS alone is not that great... DC2 alone also not THAT good.. but... every part with DC2 SS in a whole, considering everything which has happend, is just epic.
...way off track Da Capo is 50 years ago then Da Capo Second Season is the continuation of Da Capo now there's Da Capo If OVA that goes for alternate ending in Da Capo with Kotori this is Da Capo II(2) Second Season which is a continuation of Da Capo II(2) which is 50 years after Da Capo and Da Capo S.S. They are diff things and Da Capo II have a way different storyline and I personally think D.C.II topped the crappy D.C, seriously, no one likes Nemu, it's Kotori all the way!

I wish they had more. The ending was unsatisfying. Da Capo and Da Capo Season 2 were satisfying.
