that's not dried flour it would coat the full hair but I had a friend in 6th grade with that and it's just cradle gap it's common it's just sweat and dirt build up it happens to me alot but good thing about it doesn't hurt at all sorry for debunking your common ♡

lol yeah this is strange.. I have a similar condition with dry scalp no where near as bad as what these videos are showing but when scrape the dryness off it leaves redness and even bleed sometimes. His skin under the thing he's peeling off looks normal.
