Why do animals not spawn in missions sometimes?

the ai I ask says, (the animals spawn to the map not the player.) so id say slow down and just keep your eyes out, I build a 4 or 5 high ramp and just look around for the animals.

there are few things, if control not plug it might run out power kick then. also if on console you might need to fix turn off power settings.
