They could have tried to influence him more as an adult but it was his choice and to be fair he wasn't that out of control until later on.
bam stated before that phil did all these things to bam when he was younger, now that phils getting older and fatter and bams getting more lean he does this as payback fun to his dad

Phil is actually a great guy and thanks to him managing Bam's finances, Bam is still very well off from his fortune he made. His parents enabled him a bit but they obviously love him a lot.

3:27 I always laughed so hard when he raises his hand in frame. April and Phil dealt with so much (and to this day) with Bam but man they kept their spirits quite high with being dealt a pretty rough hand with an overnight celebrity with a slew of personal problems.
I actually got to meet Phil and take a picture with him when he was still working at acme. So down to earth. One of the nicest dudes I've ever met, real talk.

What happened ?
Well watching the show you could kinda tell it wasn’t gonna go well for him in life, he earned a buttload of money at an early age, he had parents who enabled him, didn’t seem to hold him to any standard of behaviour, he treated them like crap and they never told him ENOUGH, they were only concerned about the money his antics were bringing. Bam has no respect for anyone and is used to being king of the castle, even now he doesn’t take any responsibility for his problems, he always tries to blame them on someone else.
