Honestly, as much as Brooke is in the wrong for plagiarizing, this reflects peak SG education though. Through pri school to jc, we've been taught to do well on essays by memorizing "hao ci hao ju" (good phrases). Brooke is wrong in claiming the work as hers. But if she unabashedly claims that her business model revolves around collating notes from renowned authors, it'll be like any other school / tuition centre. I think the fault lies more in SG education system, which promotes memorizing more than critical thinking.
I think it's alright as it is. Since you're talking about essays in particular, I completely disagree with you. Yes, essays are 90% memorising, be it in the form of examples, introductions or just advanced vocabulary and phrases in general. But isn't this the same everywhere else? How exactly would one implement such learning style in which essays don't require you to memorise beforehand? Although there are a couple variations of this as observed in descriptive essays or incident essays in both English and MT O levels, that isn't nearly significant to generalise the entire education pathway in SG. So going by those standards, I honestly do not think there are any other countries that utilise the essay writing using solely your own imagination and creativity. Also, critical thinking is far and widespread even in SG, since the GCSE syllabus papers are starting to gradually shift towards application questions with time passing, or so said my biology teacher. This holds even stronger for application subjects like Math and Physics. So basically, there's enough critical thinking and memorisation content.
