I'm on Tyler's side. I don't understand why you have to guess the correct number along with the correct answer. If you know the answer, you know the answer regardless of what number it may be. Here in the US, cheating is almost impossible because teachers come up with different versions of a test where you have to know the answer instead of trying to pass by memorizing what letter choice the answer is under.
It's one of Korean TV show culture. I think you will understand this "culture" by watching 방석퀴즈 in , and . Search "방석 퀴즈" on youtube. They have several clips of these two shows. Like dkssudgktpdydkssud said, it's just a show. Don't get too serious. ;)

My thing is why can't the person just say the right answer without having to include a number? I mean, it's funny seeing the guys flop all over the place mispronouncing the answer, but if you get an answer right, that's not fair that you get it wrong solely because you have to include some random ass number with it.
