I'm thinking the check wasn't cashed, like brought to a bank branch and the teller gives the thief $32,000 on the spot. It might have been electronically negotiated, maybe mobile deposited, and once cleared transferred the money out of the country. As far as needing ID to open such accounts, the thieves/scammers/hackers have a treasure trove of stolen personal information.
I never put mail in a blue mailbox. Thieves break in and take the mail out. I never keep anywhere near $93,000 in my checking account. Any thief writing a check against my account for a fraction of that will see it bounce. Keep your money in a savings account that isn't used as a back-up to the checking account, and transfer money into the checking account as needed, Hopefully the customer has got his money back.

I have to show official state picture ID, just to withdraw a few hundred from my account. State ID's are NOT easy to forge! Either way the banks have cameras, so they have a picture of the person who cashed the checks! And yes we all know the FBI has facial recognition software that could be used in cases like this!
These checks are not cashed in person. They use remote deposit and simply take a picture of the check. That also makes it much more difficult to detect subtle irregularities in the check that would otherwise raise suspicion.
I can add other tips: if there’s a brick and mortar store of the business in question pay there or if you have to send it by mail, mail it at the nearest post office and make sure it’s certified as the recipient has to sign off confirming it’s been delivered. I do that with some of my own bills.

how do you expect elderly people to pay their utility bills (gas heat, water, electricity, phone and property taxes or rent) ? not everyone has a smart phone, or computer with internet. Many people do not have family or friends to manage their bills. In addition, there are lots of people (including young people) that scammed when doing their financial transactions through cell phone and computer/internet. Sim Card Spoofing is an example of hacking where the victim isn't even aware (one man who was technically educated had over $250 million in Bitcoin stolen through his phone while he was asleep, they just turn your phone off remotely and turn it back on, once the hack is completed).
Banks need to be held accountable when cashing checks that are "washed".
