He is usually referring to the sentence "to the brim' or 'to the top' meaning what ever has been filled has been filled at what ever volume. If you are learning english, please don't rely on this guy, he uses too much slang and makes illiterate sentences (abit like small children talk when they learn the alphabet) you wont find anything on translation because it's a slang term and doesn't actually exist in the english lexicon of deliact.
