Technically correct, but there is more to it than that. As he said in the beginning of the video, the reason he looks at the ground, spins or holds specific angles is to not get shot. Cheats don't shoot based in seeing, they shoot based on what body part, how much damage, and the chance that it will land. In most cheats, you don't have to go third person to see, because the spinning (called anti aim) is client side only or server side only, so on his screen he can see fine. Absolutely none of this would matter if he was playing against normal players, because they shoot based on what they can see. But, because of anti aim, he needs to position himself in a way that makes it difficult to get shot.
OK, so the way that first hack works, for those who don't know, is that from his perspective, he's above the map. He can shoot see through parts of the roofs and floors; it's real glitchy. The way he moves around is as if he was on the ground tho (i.e. he has to go around was, jump on boxes, etc). So the reason he glitches out like that is because he's up in the air shooting at the guys, but he looks like he's on the ground, so, to you, it switches from him looking down and shooting, to him facing them and shooting.
