Just happened to my work PC. Opened it up, and sure enough the PCH has let out the magic blue smoke. IT has a new one on the way in the morning.
HP Elitedesk small form factor desktop with an 8th gen i5.

@Galaxy-fe9qn PCH is a CPU like PGA chip which can be replaced but is a bit hard to find a good replacement part.
