If you guys still did not find the solution maybe I can help you.
I did not have that file either. Game did not start with launch options, I verified files, uninstalled game and steam, nothing worked
When I went to go to previous build of Windows, after the restart, the game actually ran and it was beautiful, like I started to see unicorns and rainbows, it was magical. that valve loading screen, so much wow
Go to Windows settings, Update, and find go to previous build. It wont harm your files or apps. It helped me play the game again after whole month of battle.

if your not on a directx9 system this file will not show up u will she STd9shader.dll files instead also note by deleting the d3d9.dll files your fps will stutter and bottleneck your gameplay because the games engine no longer registers proper information for you GPU grab the dll files from dx10 or 11 if your on a newer build replace them in CS:GO and it will work that way with higher fps

Niether did i at first, the same file exists in system32 folder, d3d9.dll, put it on your desktop *DO NOT REMOVE IT * just put it on your desktop, launch csgo, and it will do the same thing again (shut down and not load etc.) but NOW when you check your csgo folder the d3d9.dll file should be there, i have no idea thats how i got it to work lmao.
