did not start with the new ios , because you did not save the changes when you indicated the command boot system flash:packages.conf?
if so, then would it be necessary to save the changes when you change the boot variable?

"Install add file" will take care of copying the bin files to slave switches. You will see a line that reads: add packages on switch 1 & 2 & so on
