For who doesn't know the way to get the other characters is going to the mario party where the islands are look around try to find them zoom in to get them they should be like black dots
The "odd one out" in Luigi rescue operative is the character who doesn't appear in a pair. The rest of them all have a second one present, but the odd one out is the only one of its kind in the room.

Yeah! I recorded "All Minigames" first (except for the boss minigames, because they weren't unlocked), then I played through storymode to unlock the bosses, and I uploaded All Minigames before this one. Great observation!
