But when we are looking at the pins on the mirror, why can't we look at the pin's head instead of the pin's bottom?

If the pins are placed perfectly vertical with the base, then you can definitely take the reading by looking at any point of the pins but sometimes while placing the pins on the board, the pins gets tilted, in that case to eliminate the errors we should always take the reading by looking at the pin's bottom.
