The data can be stored anywhere you like. In this example it goes into Excel. It's up to you to make it GDPR compliant based on the policies and procedures you put in place.

Can an employee who does not have office 365 take their onboarding process with the platform?
Yes, this sample supports sending the onboarding emails to a user's personal email address.

Unfortunately, the provisioning of the app is broken. I contacted the Microsoft team to let them know about it so hopefully it gets fixed soon.
