Just checked myself, and it's happening to me too, just as it shows here. Just that surface station too, others are normal on that same planet (Peckolong A 2). I'm guessing the base's model, which includes the surrounding terrain, doesn't match the rest of the planet's mesh, so you get this.
What the hell. I'm gonna go check it out in a couple hours and will report the result. Edit: CONFIRMED! It looks exactly as weird as on video. The system is Peckolong and the planet is A2 if anyone also wants to see that "black hole"
Looks like a discrepancy between the elevation in the highly detailed vs less detailed areas. Maybe some rounding error or miscalculation in the planet generation tech, and then it interpolates between those two levels as you move around. That or you discovered some epic cloaking tech.
Nothing special to be honest. Been playing since original E:D release and ever since Odyssey i had to turn down the planetary graphics because my PC is shit. What you experience is because of low or at least too low Terrain LOD settings. This happens quite often with different systems. The more distanced, low LOD model uses (as far as i understood it) the old Horizon planetary data, in terms of base height. But with Odyssey, the planet generation tech changed. So the views can change quite a lot. Have never seen something as drastic as in this video, but have had various similar moments while playing. Higher Terrain LOD and you won't notice the difference.
It could be your drivers. If I have been playing for an extended amount of time (longer than 9 continuous hours), my display goes all glitchy & I have to fully exit the game to set it right.
Wecome to Wakanda's new home

A little toke of Mary Jane at the weekend, Nvidia 5000 has unforeseen side effects or it's 2025 so AI is out to get you. Or go with the Wakanda one.
