I think she meant congratulations on getting out of the relationship. It’s common to say to people, even after divorces I’ve heard people congratulate them. It’s a healthy thing to get out of a relationship that’s not meant for you anymore. Obviously that’s just my opinion, but I truly don’t think she meant anything mean more just like a congrats on your next life chapter.
