A LED in the the forward bias has zero resistance. If you don't add a resistor the total resistance through the LED will be zero. This will for even a small voltage drive a large current through the LED and short-circuit and burn everything. You'll have to buy a new Arduino. Be careful.
What is the maximum sample rate you can reliably toggle a multiplexed pin at?

You could use PCF8574 for digital inputs and autputs.
