you can get the ubuntu source list instead of kali , I think kali doesn't have snort package but ubuntu does

I found it the problem was that the package i tried to install was removed from repositories and that is the reason of error.
So if you facing that error you need to check first if the package you are trying to install is not removed from repositories .
tilix is an example
