I need help on emails. i have added email a test email account in cpanel and able to send email from the webmail as shown. But while i try to send an email from an external email account to test this is not received by test email account that i have set up. What is the issue an what can be done to resolve this?

But when I log in from my mobile or other computers, it is showed that "Your IP Address Is Changed." and I can't log in. I search for this issue on the internet and they say about Dynamic IP address and change it to Static IP address. Is there any option to solve this issue? Thank you, Quentin!

You can set an up email redirect for this. If you're not sure how, your service provider will probably help you if you send an email or call them.
