Elbows up in the "fists-to-elbows" technique is ok since both elbows are still within the screener's body width. However, some refs and coaches are still not familiar with these elbow-up screening techniques and they criticize it. These refs and coaches need to have their knowledge updated once in a while.

Not sure if this is a practical use for a screen. But look at footage of Bill Laimbeer, he did it all the time. So, I would go with arms down low- especially since the game has changed since the 80's.
