When you slow it down it seems as if they have used some sort of overlaying frames/ motion blur effect, probably using AI to smoothen it out.
Unreal Engine 5. It's basically using Unreal assets which resemble Legos. There's a tutorial to pull this off. That, or at the very least he is using some blur affects. If this is real and I'm wrong, this guys is INSANELY patient.
