The rule back then was conservative, and TLC came with this video as a response to society oppresing women for wearing clothes outside of the general norm. Actually, they opened a lot of doors. And even when they came out with this video, a huge mass of people criticized them for the way they used to dress. It was a great decade for music and young people were opening to new things, but society was still green about self expressión. It was a very oppressive society back then. A lot of things teens do nowadays wouldn't be approved by society in the 90's, such as sexual education in schools, having cellphones, having same sex couples, watching drag queens on tv, etc etc etc.
