Eggman is a great stunner for main task, but everthing could be affected, if the player understands the "shock" countdown and just go away, instead of facing eggman (when he having his stunner actived). The fact than he is slowed than all, makes for eggman hard to juke without dying by large hitbox. But nice gameplay by the way!

Slowed? I didn't notice any different on his speed compared to the others
And btw, even If eggman doesn't hit Sonic It's still a good ability to buy time and keep someone safe(If you block Sonic's path)
I say it’s better If sonic is not shocked if you get him far enough away from your team then they could get there stun moves or be healed
