There are two reasons . 1. Indian federation is not a result of agreement among the states like in the USA. 2. In india the states cannot secede from the federation. Indian federation has been apply called as a Union because it's indestructible. The country being an integral whole and divided into different states only for the convenience of administration.

india is not not like usa where 52 imdependent state combined to form a nation in india we divided our one nation into 29 state for ease of governance
