I was involved with the Chemical Stockpile Emergency Preparedness program from 1999 to 2013. FEMA prepared several video presentations of this type to help train Emergency Responders and Emergency Managers understand how an event would escalate, and how response should be done. FEMA also created a multi-day video exercise involving the Columbia River Dams, with an initial failure of Grand Coolie Dam, and the events that would unfold downstream. I was also invited to the Nevada Test Site in October 2020, where the preparations for Municipal response to the event shown could be practiced by local, County, and State teams. Management Teams have to understand how an Event might look, so that planning, preparations and exercises are realistic.

Thank you for your help. I hate it when conspiracy theorists go off about why these things are created. Nevertheless, these are fun and fascinating to listen to and write about as speculative fiction.
In terms of fear factor, this pales next to Threads, but it reminds me of the truly amazing special feature from the Dawn of the Dead remake - a live broadcast as the zombie apocalypse unfolds. It's surely the greatest special feature of all time.

As funny as the loss of life wouldn’t be, this was hilariously bad.
The acting, the nearly indiscernible speech of the helicopter reporter, the constant unrealistic pondering of the anchor. Referring to a radio connection as a microwave connection. I may not have alive in 86’, but I doubt the news was this corny and poorly conceived.
This isn’t the first exercise that’s done this type of thing. There’s always a background component called “the road to war”. Tells the whole story. This wasn’t intended to deceive the public.

@@lesliekendall5668in the late 80s it was one of the fastest growing cities in the country. Also even today the Defense Finance and Accounting Service is located at Fort Benjamin Harrison on the city’s northeast side. All DoD personnel paychecks flow through that site as well as retired DoD and major payment to any DoD Contractors such as Boeing and Raytheon. Even if only the immediate downtown were destroyed as Ft Harrison lies several miles away the fallout that would ensue would shut that down and cause massive economic chaos. That’s why if a nuclear war ever broke out Indianapolis would most likely be a primary target
