Bad judging once again. How does JJF’s first small wave have a better score than both of Rio’s waves?

I’m the hugest critic of the judging but that judging was fine - the best surfer won by a long shot.
jeeeez, there are issues with judging sometimes, but it is getting to the point now that if someone's favourite surfer doesn't win they say bad judging every time.
