I believe the BC700 is perhaps one of the best choices for a beginner. Reasonably cheap, easy to use, and has basically all you need to start understanding your batteries better. I don't race much nowadays, but I've been using BC-700s for a while and for the type of races I do I've never felt the need for anything more sophisticated.

The Mc3000 is a very powerful charger with a variety of judgment and protection functions, but it is also not suitable for beginners and too bulky.
