So the starting flagman guy signals the all clear when a puller is set to pull. Meaning that the sled is ready to be pulled and the track is prepped. The starting flagman checks with the end flagman to see what is behind him. And the end flagged is looking at the run coming at him: is the weight box coming up, is the puller in control of the sled, is the puller staying in bounds. And then towards the end of the run he signals a red flag indicating the run is over.
