Sure he loves them both dearly in different ways but James will always be his chosen brother and Remus will always be the love of his life. I imagine that Regulus and Marlene would gravitate towards each other and their love would develop as a slow burn. Oh god, these two would be so tragic as they finally found happiness and true love with each other only to be torn apart by war. Marlene's death would have definitely played a major role in Regulus' sacrifice in the end.
