I didn't understand the purpose of solenoid vv, mass flow of refrigerants?

it serves the ON OFF function only , doesn't play any role in mass flow rate

Why solenoid valve is required when there is already TEV to control the flow ?

Maybe to prevent overflow of refrigerant and thus prevent ubnormal temps in the rooms
