That is correct. The Cups and Balls was probably always a take down scam presented as a "magic trick." How this worked was described in Robert-Houdin's book on crooked gambling from the mid 19th Century, called in English, "Card Sharpers." The thimble-rig seems to have arisen in England in the mid-18th Century. It is the cups and balls scam, minus the magic tricks. It is reduced in size and portability, and can be used to take an individual in a pub without having to draw a crowd. This turned a open game into a closed game, providing more protection for the operators. The thimble-rig developed into the "Shell Game" in the American West in the 1850's.
