When I select all the white circles and click Object > Transform > Transform Each, with Random box selected, they are not scattering randomly as yours are. I have al the settings like yours are, but the circles appear in rows. Can't figure out what I'm doing wrong.
The technique to soften the edges of the snow isn't working. When I select color dodge, it brightens the outer edge of the snow rather than softening it. Is there another setting that I have to add for this work?

Nope. Something is missing. Did all the steps up to selecting the left side of circles. Cannot "select" and move them to the right. It only moves the row of circles to the right. It does NOT keep the left row. Maybe copy and paste??

in radial gradient put Opacity of black color equal to zero!!

Me too. color dodge doesn't do that when I try. Ill try changing to RGB from CMYK and see if it works
