Equal length header because... The JDM STi Spec C and the S203, S204, etc all have twin scroll equal length exhaust manifolds. (headers) It's a more effective way to build power out of the flat 4. It smooths out the exhaust pulses, which changes the audible engine note (in the vid) A normal STi including the ones sold in the US all have unequal length headers, the piping from cylinder #2 and 4 are longer than #1 and 3 Different exhaust pulses give the "rumble" that everyone seems to love.
as i bet you have been answered already they are Hella Horns. just aftermarket horns. they are a little louder and a different note then stock. The grill can be pulled off (but be careful) and you can actually paint them what ever accent color you want!
