if one of the characters i've seen on the bridge is Dash who apparently survived that exploding gundeck from the comet empire series, then how come he was not commanding the gun crew in this series?

If you are refering of the "living Planet" concept then its all based on the book "Solaris" by Stanislaw Lem back in 1961.
