Why not use watercolor pencils and water. And then colored pencils, in stead of solvents?

Can you name some solvents?
Gamsol or Zest-it is not available in Europe.
Are the colored pencils oil and are you using an oil solvent?
Gamsol is very forgiving when it comes to sloppy coloring.
